ADDRESS BY H.E. MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA ON THE COVID- 19 PANDEMIC SUNDAY 29TH MARCH, 2020

ADDRESS BY H.E. MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA ON THE COVID- 19 PANDEMIC SUNDAY 29TH MARCH, 2020 1. Fellow Nigerians, 2. From the first signs that Coronavirus, or COVID-19 was turning into an epidemic and was officially declared a world-wide emergency, the Federal Government started planning preventive, containment and curative measures in the event the disease hits Nigeria. 3. The whole instruments of government are now mobilized to confront what has now become both a health emergency and an economic crisis. 4. Nigeria, unfortunately, confirmed its first case on 27th February 2020. Since then, we have seen the number of confirmed cases rise slowly. 5. By the morning of March 29th, 2020, the total confirmed cases within Nigeria had risen to ninety-seven. 6. Regrettably, we also had our first fatality, a former employee of PPMC, who died on 23rd March 2020. Our thoughts and prayers are with his family in this very difficult time. We also pray for quick recovery for those infected and undergoing treatment. 7. As of today, COVID-19 has no cure. Scientists around the world are working very hard to develop a vaccine. 8. We are in touch with these institutions as they work towards a solution that will be certified by international and local medical authorities within the shortest possible time. 9. For now, the best and most efficient way to avoid getting infected is through regular hygienic and sanitary practices as well as social distancing. 10. As individuals, we remain the greatest weapon to fight this pandemic. By washing our hands regularly with clean water and soap, disinfecting frequently used surfaces and areas, coughing into a tissue or elbow and strictly adhering to infection prevention control measures in health facilities, we can contain this virus. 11. Since the outbreak was reported in China, our Government has been monitoring the situation closely and studying the various responses adopted by other countries. 12. Indeed, the Director General of the Nigeria Centre for Disease Control (NCDC) was one of ten global health leaders invited by the World Health Organisation to visit China and understudy their response approach. I am personally very proud of Dr Ihekweazu for doing this on behalf of all Nigerians. 13. Since his return, the NCDC has been implementing numerous strategies and programs in Nigeria to ensure that the adverse impact of this virus on our country is minimized. We ask all Nigerians to support the work the Federal Ministry of Health and NCDC are doing, led by the Presidential Task Force. 14. Although we have adopted strategies used globally, our implementation programs have been tailored to reflect our local realities. 15. In Nigeria, we are taking a two step approach. 16. First, to protect the lives of our fellow Nigerians and residents living here and second, to preserve the livelihoods of workers and business owners to ensure their families get through this very difficult time in dignity and with hope and peace of mind. 17. To date, we have introduced healthcare measures, border security, fiscal and monetary policies in our response. We shall continue to do so as the situation unfolds. 18. Some of these measures will surely cause major inconveniences to many citizens. But these are sacrifices we should all be willing and ready to make for the greater good of our country. 19. In Nigeria’s fight against COVID-19, there is no such thing as an overreaction or an under reaction. It is all about the right reaction by the right agencies and trained experts. 20. Accordingly, as a Government, we will continue to rely on guidance of our medical professionals and experts at the Ministry of Health, NCDC and other relevant agencies through this difficult time. 21. I therefore urge all citizens to adhere to their guidelines as they are released from time to time. 22. As we are all aware, Lagos and Abuja have the majority of confirmed cases in Nigeria. Our focus therefore remains to urgently and drastically contain these cases, and to support other states and regions in the best way we can. 23. This is why we provided an initial intervention of fifteen billion Naira (N15b) to support the national response as we fight to contain and control the spread. 24. We also created a Presidential Task Force (PTF) to develop a workable National Response Strategy that is being reviewed on a daily basis as the requirements change. This strategy takes international best practices but adopts them to suit our unique local circumstances. 25. Our goal is to ensure all States have the right support and manpower to respond immediately. 26. So far, in Lagos and Abuja, we have recruited hundreds of ad-hoc staff to man our call centers and support our tracing and testing efforts. 27. I also requested, through the Nigeria Governors Forum, for all State Governments to nominate Doctors and Nurses who will be trained by the NCDC and Lagos State Government on tactical and operational response to the virus in case it spreads to other states. 28. This training will also include medical representatives from our armed forces, paramilitary and security and intelligence agencies. 29. As a nation, our response must be guided, systematic and professional. There is a need for consistency across the nation. All inconsistencies in policy guidelines between Federal and State agencies will be eliminated. 30. As I mentioned earlier, as at this morning we had ninety-seven confirmed cases. Majority of these are in Lagos and Abuja. All the confirmed cases are getting the necessary medical care. 31. Our agencies are currently working hard to identify cases and people these patients have been in contact with. 32. The few confirmed cases outside Lagos and Abuja are linked to persons who have travelled from these centres. 33. We are therefore working to ensure such inter state and intercity movements are restricted to prevent further spread. 34. Based on the advice of the Federal Ministry of Health and the NCDC, I am directing the cessation of all movements in Lagos and the FCT for an initial period of 14 days with effect from 11pm on Monday, 30th March 2020. This restriction will also apply to Ogun State due to its close proximity to Lagos and the high traffic between the two States. 35. All citizens in these areas are to stay in their homes. Travel to or from other states should be postponed. All businesses and offices within these locations should be fully closed during this period. 36. The Governors of Lagos and Ogun States as well as the Minister of the FCT have been notified. Furthermore, heads of security and intelligence agencies have also been briefed. 37. We will use this containment period to identify, trace and isolate all individuals that have come into contact with confirmed cases. We will ensure the treatment of confirmed cases while restricting further spread to other States. 38. This order does not apply to hospitals and all related medical establishments as well as organizations in health care related manufacturing and distribution. 39. Furthermore, commercial establishments such as; a. food processing, distribution and retail companies; b. petroleum distribution and retail entities, c. power generation, transmission and distribution companies; and d. private security companies are also exempted. 40. Although these establishments are exempted, access will be restricted and monitored. 41. Workers in telecommunication companies, broadcasters, print and electronic media staff who can prove they are unable to work from home are also exempted. 42. All seaports in Lagos shall remain operational in accordance with the guidelines I issued earlier. Vehicles and drivers conveying essential cargoes from these Ports to other parts of the country will be screened thoroughly before departure by the Ports Health Authority. 43. Furthermore, all vehicles conveying food and other essential humanitarian items into these locations from other parts of the country will also be screened thoroughly before they are allowed to enter these restricted areas. 44. Accordingly, the Hon. Minister of Health is hereby directed to redeploy all Port Health Authority employees previously stationed in the Lagos and Abuja Airports to key roads that serve as entry and exit points to these restricted zones. 45. Movements of all passenger aircraft, both commercial and private jets, are hereby suspended. Special permits will be issued on a needs basis. 46. We are fully aware that such measures will cause much hardship and inconvenience to many citizens. But this is a matter of life and death, if we look at the dreadful daily toll of deaths in Italy, France and Spain. 47. However, we must all see this as our national and patriotic duty to control and contain the spread of this virus. I will therefore ask all of us affected by this order to put aside our personal comfort to safeguard ourselves and fellow human beings. This common enemy can only be controlled if we all come together and obey scientific and medical advice. 48. As we remain ready to enforce these measures, we should see this as our individual contribution in the war against COVID-19. Many other countries have taken far stricter measures in a bid to control the spread of the virus with positive results. 49. For residents of satellite and commuter towns and communities around Lagos and Abuja whose livelihoods will surely be affected by some of these restrictive measures, we shall deploy relief materials to ease their pains in the coming weeks. 50. Furthermore, although schools are closed, I have instructed the Ministry of Humanitarian Affairs, Disaster Management and Social Development to work with State Governments in developing a strategy on how to sustain the school feeding program during this period without compromising our social distancing policies. The Minister will be contacting the affected States and agree on detailed next steps. 51. Furthermore, I have directed that a three month repayment moratorium for all TraderMoni, MarketMoni and FarmerMoni loans be implemented with immediate effect. 52. I have also directed that a similar moratorium be given to all Federal Government funded loans issued by the Bank of Industry, Bank of Agriculture and the Nigeria Export Import Bank. 53. For on-lending facilities using capital from international and multilateral development partners, I have directed our development financial institutions to engage these development partners and negotiate concessions to ease the pains of the borrowers. 54. For the most vulnerable in our society, I have directed that the conditional cash transfers for the next two months be paid immediately. Our Internally displaced persons will also receive two months of food rations in the coming weeks. 55. We also call on all Nigerians to take personal responsibility to support those who are vulnerable within their communities, helping them with whatever they may need. 56. As we all pray for the best possible outcome, we shall continue planning for all eventualities. 57. This is why I directed that all Federal Government Stadia, Pilgrims camps and other facilities be converted to isolation centers and makeshift hospitals. 58. My fellow Nigerians, as a Government, we will avail all necessary resources to support the response and recovery. We remain committed to do whatever it takes to confront COVID-19 in our country. 59. We are very grateful to see the emerging support of the private sector and individuals to the response as well as our development partners. 60. At this point, I will ask that all contributions and donations be coordinated and centralized to ensure efficient and impactful spending. The Presidential Task Force remains the central coordinating body on the COVID-19 response. 61. I want to assure you all that Government Ministries, Departments and Agencies with a role to play in the outbreak response are working hard to bring this virus under control. 62. Every nation in the world is challenged at this time. But we have seen countries where citizens have come together to reduce the spread of the virus. 63. I will therefore implore you again to strictly comply with the guidelines issued and also do your bit to support Government and the most vulnerable in your communities. 64. I will take this opportunity to thank all our public health workforce, health care workers, port health authorities and other essential staff on the frontlines of the response for their dedication and commitment. You are true heroes. 65. I thank you all for listening. May God continue to bless and protect us all. President Muhammadu Buhari 29th March 2020.

KOGI STATE GOVERNMENT; REVIEW OF YEAR 2020 BUDGET OF PROSPERITY

KOGI STATE GOVERNMENT; REVIEW OF YEAR 2020 BUDGET OF PROSPERITY As a government of new direction whose readiness and determination to do more for kogites in the most truest and transparent manner, finds it absolutely imperative to review the 2020 Budget in the face of drastic drop in the global oil price and increase in exchange rate as against the benchmarks used to prepare the budget. It's not news anymore that as a nation we operate majorly a petro-dollar economy ,which invariably means, our economic tide will always flow in the direction of global oil price. Without micing words, the federating units will be worst hit considering the partial compliant kind of federal system of Government we practice as a nation. Therefore, In the wake of the reality on ground, where oil sells below $30per barrel, production below 2.18mbpd and exchange rate above N360/$,then, it appropriately suggest that the benchmarks that formed the basis of the year 2020 budget is no longer viable, further more, it marginally contradict the present Economic indices. Kogi state, known for her proactiveness and resolve never to play politics with issues of governance, has taken a frantic step with the approval of the Governor, Alhaji Yahaya Adoza Bello through the office of the honourable commissioner of finance, Budget and Economic planning, Mukadam Asiwaju Asiru Idris with other top government officials to address the fiscal pressures arising from the recent drop in oil prices. Members of the committee are: 1) *Asiwaju Asiru Idris* - Commissioner of Finance, Budget and Economic planning 2) *Alhaji Momoh Jibrin*- State Accountant General 3) *Yakubu Y. Okala*- State Auditor General 4) *Aliyu Nda Salami*- Chairman, KGIRS 5) *Usman Ahmed Ododo*- Auditor General Local Government The compelling Challenges that comes with a mono economy,as presently witnessed, is the reason why the New direction government as led by the visionary Governor is strategically working out a viable diversification plan in sectors where we have comparative advantages like Agriculture, Mineral Resources and Tourism development. The recently approved AfDB $100,000,000 loan to establish alape crop processing zone, further demonstrates the relentless quest and commitment of the state government to surmount effect of global oil drop cum meagre FAAC allocation by diversifying the economy of the state. Going forward, these step became pertinent in the bid to provide good governance to kogites and to also demonstrate transparency and inclusivity in the process to the next level we promised as an administration. We are doing much more to serve you better.

PRESIDENT BUHARI DIRECTS GOVT AGENCIES TO PROTECT CRITICAL NATIONAL INFRASTRUCTURE

PRESIDENT BUHARI DIRECTS GOVT AGENCIES TO PROTECT CRITICAL NATIONAL INFRASTRUCTURE

President Muhammadu Buhari Thursday in Abuja directed the Minister of Communications and Digital Economy to work with all relevant government agencies to ensure full protection of critical national infrastructure.

The President issued the directive at the unveiling of the National Broadband Plan 2020–2025, commissioning of the Communications and Digital Economy complex, flag-off of the Digital Innovation and Entrepreneurship Training and launching of the Abuja Emergency Communication Centre and the National Emergency Toll-Free Number 112.

The President also urged mobile network operators to ensure full attainment of the targets set in the National Broadband Plan by giving special attention to un-served and underserved areas while deploying their services.

President Buhari expressed concern about the challenges faced by operators in the country, particularly vandalism of telecommunications equipment.

He assured the operators of government’s commitment to ensuring that all stakeholders have a conducive environment to ensure the successful implementation of the Broadband Plan, which seeks to boost broadband penetration as well as support the deployment of 4G across the country.

On the newly commissioned Emergency Communications Centre and Toll Free Number 112, the President explained that it further demonstrates his administration’s resolve to keep Nigerians safe.

''We have taken advantage of digital technologies to ensure that Nigerians in distress are only a dial away from the relevant emergency response institutions in the country.

''This will go a long way in supporting our efforts to improve the security of lives and property,’’ he said.

On the Digital Nigeria Programme, President Buhari explained that it is one of Federal Government’s key initiatives to empower innovators and entrepreneurs with skills required to thrive in the emerging digital economy.

'' It is part of our efforts to ensure that our youths, women, unemployed graduates and people living with disabilities either become employers of labour or get a large number of well-paying jobs thereby contributing to the national drive of lifting Nigerians out of poverty,’’ he said.

Similarly, President Buhari declared that the newly commissioned Communications and Digital Economy Complex will provide a befitting coordinating centre for the new focus on the Nigerian Digital Economy.

''It signals the desire to intensify efforts towards ensuring that Nigeria becomes an active participant in the Global Digital Economy,’’ he said.

Earlier, the President acknowledged that the dwindling price of crude oil had adversely affected budgetary projections and increased the sense of urgency to diversify the economy.

He, however, expressed delight that the projects commissioned would enhance the development of the National Digital Economy and support efforts at diversifying the economy.

According to President Buhari '' The Digital Economy will also support us in fighting corruption through digitalization and enabling government digital services.

''Digital technologies have become a useful platform for economic diversification. Having recognized the benefits of these technologies we have decided to adopt the Digital Economy paradigm early,'' he said.

The President also commended the Minister of Communications and Digital Economy, the Nigerian Communications Commission (NCC), the Presidential Committee and all stakeholders who participated in the development of the National Broadband Plan, lauding the leadership of the Ministry for the high level of synergy amongst the parastatals under its supervision.

In his remarks, the Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami said broadband penetration is key to reviving the Nigerian economy.

Citing reports from the World Bank and the World Economic Forum, the Minister said 10 per cent broadband penetration in any country will improve its GDP by at least 4.6 per cent.

With coronavirus spreading across the globe and more people living in isolation, the minister said the digital and information communication sector is providing alternatives for people to stay in touch and institutions to provide the needed basic life-saving services to the populace.

On his part, the Executive Vice Chairman of the NCC, Prof Umar Danbatta announced that the country’s broadband penetration had increased to 38.5 per cent.

''As at the time this government came into power in 2015, broadband penetration was hovering between 4 and 6 per cent. Broadband penetration has now reached 38.5 per cent, '' he said.

Danbatta explained that the Digital Complex building accommodates the office of the Minister, permanent secretary of the Ministry and four departments of the Commission.

He added that the 5-storey building with two basement floors sit on 8 hectares of land at the Mbora district, Abuja and is equipped with modern telecommunications facility, a crèche for nursing mothers, gymnasium, among others.

WAKE UP CALL TO MY KOGI YOUTHS BY COMR OMOSONA T OLAKUNLE

WAKE UP CALL TO MY KOGI YOUTHS

Youth is the time of life when one is young, and often means the time between childhood and adulthood. It is also defined as "the appearance, freshness, vigor, spirit, etc., characteristic of one who is young".

The above is worthy of pondering over and over again, I must say with all sincerity that freshness, vigour and spirit of youthful characteristics is no longer embedded in our youths.

Many believes that the road to greatness is to start praise singing the politicians who only sees them as a mere instruments or tools in achieving their personal interest.

Untill we realized that it is no longer business as usual where appointments it's been made by the efforts been push on social media before we can match the cycle of present leadership.

Gone are those days when this present government came into power through the divine grace of the Almighty, where many of the appointees are been nominated through social media activeness.

Let me tell you what you don't know about the recent parameters for appointment by *His Excellency Gov. Yahaya Adoza Bello*.

So far so good this man have been able to live above social media appointment unlike his first tenure.

I can boldly tell you, to some extent that his recent parameters for appointment is gear towards self personality and competency without biasness.

Shouting on social media is no longer working, you must have a good solid ground with your people, your lobbying power must also be adequately strong, your closeness to the grassroot and good character is another factors that works for the moments.

The aforementioned attributes should be the prerequisites to appointments and how government should be run and not by hand picking a nuisance who does not have any political relevancy in his or her local government as an appointee all in the name of social media activities.

Good ideas are common what's uncommon are people who'll work hard enough to bring them about, An idea that is developed and put into action is more important than an idea that exists only as an idea.

I must say that the governor has been able to appoint men and women with great ideas into offices and I pray that they will discharge their duties accordingly in uplifting Kogi State to a greater and better heights.

However, I will advice our timing youths to go back to their drawing board by acquiring skills, develop themselves, and be more focus on building themselves, with this, a whole lots of opportunities will look for them and not them hustling for opportunity.

I pray for a change better ideas for our youths.

AN OPEN LETTER TO ALL APC ASPIRANTS

AN OPEN LETTER TO ALL APC ASPIRANTS

Barely a week that the local government administrator was dissolved after the Constitution of SIEC Members under the leadership of Mamman Nda Eri to Oversee and Conduct a free and fair local government Council election

It was recently rumoured that the Governor has interest in Some Certain aspirants to fly the party in the LGA forthcoming election which this has created a lot of tension and depression as the news doesn't go down with the People in the State most especially at the grassroots level and some were carrying the notion that this will transmute into them mounting the local government Seat.
Instead of Peddling rumours Capable of making the People not to believe the government of the day, they should Continue with their Consultations if at all most of them are Consulting and getting the People acquainted with their ambition

The aspirants who are Jostling for the Chairmen against the outgone administrators are in War and loggerheads instead of engaging in Consultations, negotiation and discussions.

Frankly Speaking this can damage our great Party now and the nearest future if this is not Properly Sorted out and handled.

The all Progressive Congress (APC) is for us all, APC is one, we won't watch a set of desperate People to bring the party down that we have all Worked hard to build.

Our father in the State his Excellency Alhaji Yahaya Adoza Bello, our Progressive and Resourceful Governor has ensured their is tranquility and Unison within the Party and maintaining the terrain will go along way to Sustain the Cordiality with the People of Kogi State.

The aspirants should take note that election is not a war but a game that requires Versatile Knowledge to Scale through.

Infact Peddling rumours against the government of the day just to get to Power at all Cost won't help us as a People, election will Come and go and thereafter how do we look at ourselves?

Politics Shouldn't be seen as a do or die affairs as that will really affect us in all area

There is no iota of Truth in the information some aspirants are peddling as regards the Candidature of the Party.

They want to create enemy for the outgone administrators and we don't see anywhere that the Governor has endorsed Candidature of anybody as all aspirants including the administrators are working assiduously to clinch the Party ticket.

We Urge the Candidate instead of Creating enemies for there fellow aspirants they should dissipate their energy on Campaign Strategy rather than blackmailing.
Those Contesting against the administrators are  Seeing it as War rather than Competition

We Know their logic as they know their loosing out already in the game.
But we can assure them that their Plans are Dead before arrival.

We advice the rumour monger to concentrate on their Campaign Strategy and Stop Creating unnecessary enemy for our Administrators who have Performed well
Conclusively we  urge his Excellency Alhaji Yahaya Adoza Bello to maintain Status quo as this Structure was used to Win the Presidential,  Governorship, Senatorial, House of Representatives and State Assembly as there is no need of Changing a Working system

OBASANJO WRITES TOO PRESIDENT BUHARI

Obasanjo Writes Fresh ‘Weighty’ Open Letter To President Buhari (Full Text)

March 11, 2020

Dear President and General Buhari,

OPEN LETTER TO PRESIDENT, GENERAL MUHAMMADU BUHARI

I am constrained to write to you this open letter. I decided to make it an open letter because the issue is very weighty and must be greatly worrisome to all concerned Nigerians and that  means all right-thinking Nigerians and those resident in Nigeria.

Since the issue is of momentous concern to all well-meaning and  all right-thinking  Nigerians, it must be of great concern to you, and collective thinking and dialoguing  is the best way of finding  an appropriate and adequate  solution  to the  problem.

The contents of this letter, therefore, should be available  to all those who can help in proffering effective solutions  for the problem of insecurity  in the land.
One of the spinoffs and accelerants is the misinformation and disinformation through the use of  fake news.

A number of articles, in recent days, have been attributed to me by some people who I believe may be seeking added credence and an attentive audience for their opinions and view-points. As you know very well, I will always boldly own what I say and disown what is put into my mouth. But the issue I am addressing here is very serious; it is the issue of life and death for all of us and for our dear country, Nigeria.

This issue can no longer be ignored, treated with nonchalance,  swept under the carpet  or treated with cuddling  glove.  The issue is hitting at the foundation of our existence as Nigerians and fast eroding the root of our Nigerian community. I am very much worried and afraid that we are on the precipice and dangerously reaching a tipping point where it may no longer be possible to hold danger at bay.

Without being immodest, as a Nigerian who still bears the scar of the Nigerian civil war on my body and with a son who bears the scar of fighting Boko Haram on his body, you can understand, I hope, why I am so concerned.  When people are desperate and feel that they cannot have confidence in the ability of government to provide security for their lives and properties, they will take recourse to anything and everything that can guarantee their security individually and collectively.

For over ten years, for four of which you have been the captain of the ship, Boko Haram has menacingly ravaged the land and in spite of  government’s claim of victory  over Boko Haram, the potency and the activities of Boko Haram, where they are active, remain undiminished, putting lie to government’s claim. The recent explanation of the Chief of Army Staff for non-victory due to lack of commitment and lack of motivation on the part of troops bordering on sabotage speaks for itself.

Say what you will, Boko Haram is still a daily issue of insecurity for those  who are victimised,  killed, maimed, kidnapped, raped, sold into slavery and forced into marriage  and for children forcibly recruited into  carrying bombs on them to detonate among crowds of people to cause maximum destructions and damage. And Boko Haram will not go away on the basis of sticks alone, carrots must overweigh sticks.

How else do you deal with issues such as only about 50% literacy in North-East with over 70% unemployment?
Herdsmen/farmers crises and menace started with government treating the issue with cuddling glove instead of hammer.  It has festered and spread. Today, it has developed into banditry, kidnapping, armed robbery and killings all over the country.

The unfortunate  situation is that the criminality is being perceived as a ‘Fulani’ menace  unleashed  by Fulani  elite in the different parts of the country for a number of reasons  but even more  unfortunately, many Nigerians  and non-Nigerians who are friends of Nigeria attach vicarious  responsibility  to you as a  Fulani elite and the current captain of the Nigeria ship.

Perception may be as potent as reality at times.  Whatever may be the grievances of Fulanis, if any, they need to be put out in the open and their  grievances, if legitimate, be addressed; and if other ethnic groups have grievances, let them also be brought out in the open and addressed through debate and dialogue.

The main issue, if I may dare say, is poor management or mismanagement of diversity which, on the other hand, is one of our greatest and  most important assets.  As a result, very onerous cloud is gathering.  And rain of destruction, violence, disaster and disunity can only be the outcome.  Nothing should be taken for granted, the clock is ticking with the cacophony of dissatisfaction and disaffection everywhere in and  outside the country.

The Presidency and the Congress in the US have signalled to us to put our house in order. The House of Lords in the UK had debated the Nigerian security situation. We must understand and appreciate the significance, implication and likely consequences of such concerns and deliberations.

No one can stop hate speech, violent agitation and smouldering violent agitation if he fans the embers of hatred, disaffection and violence.  It will continue to snowball until it is out of control.  A stich in time saves nine, goes the old wise saying.

With the death of Funke, Chief Fasoranti’s daughter, some sympathetic Nigerian groups are  saying “enough is enough”. Prof. Anya, a distinguished  Nigerian merit Laureate,  has this to say “We can no longer say with certainty that we have a nation”.  Niger-Delta leaders, South-Eastern leaders, Middle-Belt leaders and Northern Elders Forum have not remained quiet.

Different ordinary Nigerians at home  and abroad are calling  for  different measures to  address or ameliorate  the situation. All the calls and cries can only continue to be ignored at the expense of Nigerian unity, if not its continued existence.
To be explicit and without equivocation, Mr. President and General, I am deeply worried about four avoidable calamities:

1. abandoning  Nigeria  into the hands of criminals who are  all being suspected, rightly or wrongly, as  Fulanis and terrorists of Boko Haram  type;

2. spontaneous  or planned reprisal attacks against Fulanis which  may inadvertently or advertently mushroom into  pogrom or Rwanda-type genocide that we did not believe could happen and yet it happened.

3. similar attacks against any other tribe or ethnic group anywhere in the country initiated  by rumours, fears, intimidation and revenge capable of leading to pogrom;

4. violent uprising  beginning  from one section  of the country  and spreading  quickly  to other areas  and leading to dismemberment  of the  country.

It happened to Yugoslavia not too long ago. If we do not act now, one or all of these scenarios may happen. We must pray and take effective actions at the same time. The initiative is in  the hands of the President  of the nation, but he cannot do it  alone.

In my part of the world, if you  are sharpening your  cutlass and a mad man comes from behind to take the cutlass from you, you need other people’s assistance to have your cutlass back without being harmed.

The mad men with serious criminal intent and terrorism as core value have taken cutlass of security.  The need for assistance  to regain control is obviously compelling and must be embraced now.

A couple of weeks ago at a public lecture, I had said, among other things, that:
“In all these issues of mobilisation for national unity, stability, security, cooperation, development, growth and progress, there is no consensus.

Like in the issue of security, government should open up discussion, debate and dialogue as part of consultation at different levels and the outcome of such deliberations should be collated to form inputs into a national conference to come up with the solution that will effectively deal with the issues and lead to rapid development, growth and progress which will give us a wholesome society and enhanced living standard and livelihood in an inclusive and shared society.

It will be a national programme.  We need unity of purpose and nationally accepted strategic roadmap that will not change with whims and caprices of any government.  It must be owned by the citizens, people’s policy and strategy implemented by the government no matter its colour and leaning.

Some of the groups that I will suggest to be contacted are: traditional rulers, past heads of service (no matter how competent or incompetent they have been and how much they have contributed to the mess we are in), past heads of para-military organisations, private sector, civil society, community leaders particularly in the most affected areas, present and past governors, present and past local government leaders, religious leaders, past Heads of State, past intelligence chiefs, past Heads of Civil Service and relevant current and retired diplomats, members of opposition and any groups that may be deemed relevant.”

The President must be seen to be addressing this issue with utmost seriousness and with maximum dispatch and getting all hands on deck to help.  If there is failure, the principal responsibility will be that of the President and no one else.  We need cohesion and concentration of effort and maximum force – political, economic, social, psychological and military – to deal successfully with the menace of criminality and terrorism separately and together.

Blame game among own forces must be avoided.  It is debilitating and only helpful to our adversary. We cannot dither anymore. It is time to confront this threat headlong and in a manner that is holistic, inclusive and purposeful.
For  the sake of Nigeria  and Nigerians,  I pray that God may grant you, as our President, the wisdom, the understanding, the political will and  the courage  to do what is right when it is right and without fear or favour.

May God save, secure, protect and bless Nigeria. May He open to us a window of opportunity that we can still use to prevent the worst happening.  As we say in my village, “May God forbid bad thing
