The controversial Covid 19 index cases in Kogi;  Yagba Federal constituency is Free of Corona virus.

On the heels of the controversial cases of Corona virus victim recorded in kogi state,particularly rumoured to be in Okun land by NCDC,it's imperative to set the record straight as regard Yagba federal constituency. 

Even though, the process and Guildlines of NCDC in announcing a victim of the virus is flagrantly violated, which is still a subject of questioning and rejection by the Kogi state government,it's in the right strides to let the world know that the victim ,if at all true, should be recorded for FCT and not Kogi state. 

As the Senior Special Assitant to Kogi state Governor on political matters ,Yagba federal constituency, after necessary precautionary measures has been observed and deep grass root sensitization that was undertaken, I can say with all optimism that Yagba federal constituency is FREE of Covid 19.

Much more, we are FREE of the pandemic because our people are law abiding with high obeisance for NCDC and State governments protocols of Social distancing, washing of hands, using of nose mask and improvement on personal hygiene. Yagba federal constituency and her inhabitants , till now, has not reneged in the practice of these guildines to make sure they are safe and sound.

Therefore, I can say with the concerted effort of Governor Yahaya Adoza Bello through the ministry of Health and the Covid 19 squadron committee Corona virus does not have a place in the state.

It is no longer news that some unscrupulous individuals are hell bent on tarnishing the good image of the ever youthful and useful Pharm. Abdulkareem Jamiu Asuku who is the Chief of Staff to the pragmatic Governor of Kogi State - His Excellency Alh. Yahaya Bello. 

Pharm. Asuku has been known to be an upright and detribalized man, right from when he served as the DG Protocol to the time he was elevated to the position of the Chief of Staff.

Anyone who has ever had an interaction with the CoS would know that Asuku do not support tribalism cum religious bigotry as described by those who want to truncate the peace we enjoy in Kogi State through the efforts of the GYB administration.

These unpopular agents of confusion, striving so hard to sow a seed of discord among the people of Kogi State are yet to understand that they have failed even before their plans could be hatched.

Pharm. Jamiu Asuku is a humble and devoted Muslim yet he embraces Christians, as he does Muslims alike.

The liberal Jamiu is an advocate of the unifying EBIGO - Ebira /Igala/Okun Agenda.

We know Asuku and we are convinced he is far from whom he was being painted to be.

Kogi State is one! And we shall continue to remain indivisible no matter our religious or political dichotomy.

His Excellency - Alh. Yahaya Bello made the best choice in given us Pharm. Abdulkareem Jamiu Asuku as his Chief of Staff.

We shall continue to reject anyone or anything that might want to disrupt the peaceful co-existence of all people of religious beliefs in our dear Kogi State.

Nigerian Government has confirmed that beneficiaries of the Social Investment Programme, N-Power, will receive their April stipend next week.

The beneficiaries have been lamenting the continuous delay in the payment of their stipends for some months now.

They are now clamoring for their April payment since the announcement of the lockdown in some states owing to the outbreak of coronavirus.

Sadiya Farouq, Minister of Humanitarian Affairs, Disaster Management and Social Development, gave the assurance on Friday, adding that the payment process was at the final stage.

The minister who spoke on the daily briefing by members of the Presidential Task Force on COVID-19, said, “It is in the final stage of payment and by early next week, they will get their payment, Insha Allah.”

Beneficiaries of the social investment programme (N-Power) had last month complained about the delay in payment of their stipends since the Ministry of Humanitarian Affairs, Disaster Management, and Social Development, under the leadership of Hajiya Sadiya Farouq, took over the scheme.

The Kogi State government under Alh. Yahaya Bello has since inception keys into the agricultural revolution of the President Muhammadu Buhari's APC-led administration. Notable amongst the successes recorded were the confluence rice mill, the greenhouse in Osara, procurement of tractors for lease, the subsidizing and decentralization of sales of fertilizer which has since boosts outputs  from farmers.
Since creation, Kogi State micro economy relies on when salaries were paid, that is changing. In the quest to explore the agricultural potentials of the state, Governor Bello puts every machinery in motion to ensure the state is amongst the first state to take part in the pilot  World Bank APPEALS-WYEP project. By the end of February, 1700 youths and women who qualified for the grant were trained in 5 value chains (Cassava, Cashew, Aquaculture, Rice and Poultry). 
Because of the bleak future faced by both serving and retired civil servants across the nation, the dwindling revenues ocassioned by the fluctuating crude prices and the effect of the Covid19 on the world economy, the state government has gotten the apex bank's approval for 10,000 civil servants in Kogi State to benefit from the Central Bank of Nigeria (CBN) N10 billion Agribusiness Alternative Retirement Investment Scheme (AARIS) funding aimed at providing indirect cluster farming investment for the workers in the first phase. The agribusiness programme, designed under the CBN real sector support facilities, include the diversification from oil to non-oil sectors and to provide retirement investment farms for workers and registration in MDAs, state judiciary and institution of higher learning has commenced.
Governor Yahaya Bello is focused on providing real and lifetime opportunities for the youths, women and the retired workers in the state. While the APPEALS-WYEP is about N2 million grant for the 1700 beneficiaries,  participants will get a loan of N1 million at nine per cent interest and payable within nine years after a two-year moratorium.
Kogi State is on the path to sustainable growth and Governor Yahaya Bello is right there in the mix.

...COVID -19 PANDEMIC LOCKDOWN DRASTICALLY  REDUCED THE ALLOCATION FOR THE MONTH COMPARED TO  MARCH

The Federal Account Allocation Committee  (FAAC) held her April meeting today, leveraging on the strenght of ICT,using the Zoom application for virtual engagement. 

Sequel to the outbreak of the ravaging pandemic code name Covid-19 which has caused Economic instability, world order distortion and limitation to physical meetings,the necessary activities that keeps  governance rolling did not stop as technology and will power of our leaders to deliver came to the rescue.

The Hon commissioner of Finance, Budget and Economic planning, Kogi state; Mukadam Asiwaju Asiru Idris, FCA attended the virtual meeting with his colleague commissioners. As an administration committed to the spirit of transparency and accountability, here is the details of allocation from the Federation Account for the month of April 2020 for both state Government and the local Government councils. 

The state net statutory allocation for the month of April is N1,736,231,350.68 The value added tax( VAT) and exchange gain for the month of April is N938,018,569.93 and N186,683,266.69 respectively. Therefore ,the state gross statutory revenue income for the month of April is N2,860,933,186.62 compared to N4,078,691,569.91 for the month of March. 

The 21 local government areas in Kogi state received a net statutory allocation of N1,517,706,851.32 The value added tax (VAT) and Exchange gains for the month of April is N642,963,989.13 and N140,146,959.74 respectively. Hence, the local Government areas gross statutory revenue is N2,300,817,800.19

The above figures summarise the receipt for the month of April for both state and LGA'S.
From the above summary,it's obvious the allocation acrue to the state is in gross deficit ,therefore, the state finances cum responsibility to her citizens will be badly affected. But as a responsible and responsive government,
services will still  be rendered within the circumstances at hand.
In another development and first of its kind, the Accountant General of the Federation credited state accounts at the end of the FAAC meeting this evening.

Kogi NYCN Boss Commends  Federal Government on the inauguration of Ajaokuta Presidential Project Implementation Team.

The Chairman, National Youth Council of Nigeria-NYCN, Kogi State Chapter Comrade Alonge Femi Israel, has on Wednesday, 13th of April, 2020, commended the President Muhammadu Buhari's led Federal Government Administration for the inauguration of the "Ajaokuta Presidential Presidential Project Implementation Team  chaired by the Secretary to the Government of the Federation, Boss Mustapha. 

The Chairman in his words described the inauguration of the team as " a progressive move towards revamping the Ajaokuta Steel Industry in Kogi State ".

Comr. Alonge  lamented that "the Ajaokuta Steel has for over four decades suffered  a condition of economic unproductivity as efforts from previous administrations geared towards reviving it has all proven abortive". 

However, with the recent step of the federal government following the inauguration of this presidential team, the chairman has expressed  optimism that the Steel plant will regain its economic productivity values not just to the Kogi State Government and the Federation alone but the world entirely. 

While expressing satisfaction with already inaugurated Presidential Team, the Chairman  also vowed to mobilize youths across to State to help in any way they can in supporting the team to bring out the best out of the Steel plant as the inherent benefits attached to the revival of the plant cannot be overemphasized especially as it will greatly make impacts in the lives of the Youths by filling sufficiently the vacuum of unemployment amongst them in the State. 

"It is no more a hidden truth that Kogi State has been ranked the second most peaceful State in Nigeria according to Action-Aid. Therefore,  the team should be assured of absolute security and overwhelming cooperation from the ends of the Youths in the State as well even as they carryout their tasks."

The Council Boss stressed that "The setting up of the committee will further reduce drastically the need to compliment the difficulties being faced with the current challenges in the global oil industry". 

While appreciating President Muhammadu Buhari for his love and passion to bring to completion the Ajaokuta Steel Plant, Comr. Alonge  expressed confidence that the Presidential Team will enjoy a perfect and highly conducive working relationship with the Kogi State Government under the leadership of the workaholic and very industrious governor, His Excellency Alhaji Yahaya Bello as this will be a dream come true to his administration, the people of Kogi State, Nigeria as a country  and the World at large.

Kogi State Governor Yahaya Bello has congratulated Prof Ibrahim Agboola Gambari (CFR) on his appointment as the new Chief of Staff to President Muhammadu Buhari. 

Bello in a statement issued on Wednesday by his Chief Press Secretary, Onogwu Muhammed, described Gambari as a man of many parts whose vast wealth of knowledge and experience remain unrivaled in the African continent. 

He said as a thorough bred scholar and seasoned career diplomat who had served in various capacities both at home and on the international scene particularly at the United Nations, Gambari's appointment was no doubt a round peg in a round hole. 

According to the Governor, Gambari would bring his wealth of knowledge to bare in the discharge of his new responsibility as the Chief of Staff to the President and 'engine house' of the Presidency. 

"Just as the Late Chief of Staff, Abba Kyari played prominent role in the success of the Buhari's administration, your coming in to fill the vacuum will further add more colour to the administration's achievements.

It is on record that Prof Ibrahim Gambari has had an illustrious career, spanning academia, government and international diplomacy, culminating with his appointment as the first United Nations Under-Secretary-General and Special Adviser to the Secretary-General on Africa (1999-2005).

In that capacity, he worked closely with heads of government, key policymakers as well as institutions in the continent to develop the New Partnership for Africa’s Development (NEPAD).

A former Under Secretary General of the United Nations, Prof. Ibrahim Gambari has been appointed the new Chief of Staff to the President.

Gambari, from Kwara State was the Minister of External Affairs between 1984 and 1985.



A professor of repute and a global citizen, the 78 year old replaces former Chief of Staff, late Abba Kyari.

Prof. Gambari served meritoriously in the United Nations as Under Secretary-General and Special Adviser to the Secretary-General on Africa between 1999 and 2005.

He is a global citizen whose scholarly works are also recognised both home and abroad.

He is the Pioneer Chancellor of the Kwara State University.

NCDC REFUSED TO BE QUARANTINE IN KOGI FLED BACK TOO ABUJA

The government of Kogi has tackled the Nigeria Centre for Disease Control (NCDC) over the alleged refusal of some officials to be tested for COVID-19.

A delegation the federal government sent to the state on Thursday, to boost its capacity, returned to Abuja after the governor asked those in the delegation to go on isolation and be prepared for test.

In a statement, Kingsley Fanwo, commissioner for information, said the team chose to return to Abuja than to be tested or self-isolated.

Fanwo asked if the agency was hiding anything from the people of Kogi.

He said why the officials refused to be tested was a matter of concern to the government of Kogi, calling on the centre to investigate the issue.

“It was drama today at the Kogi State Government House as officials of the National Center for Disease Control sent to ascertain the COVID-19 status flee the state ” Fanwo said.

“The Officials said they were not ready to be tested for COVID-19 and went back to Abuja. Today, the Governor showed the statesmanship in him once again by appreciating the support of the NCDC and defending the health interests of his people.

“NCDC quarantined the Chinese professionals that came to give them technical support and also took their samples for test. It is a normal practice and protocol set by NCDC.

“So NCDC will have a lot to explain as to why its officials refused to test for COVID-19. How can we be sure of their status? What are their fears? Why did NCDC sent people who are afraid of test to our State? What was their intention? The officials that came have done an integrity blow to the works of the NCDC. Is there something they are hiding? It is time NCDC opened up and apologize to the good people of Kogi State. How will they encourage people to test when its own officials are afraid of test? This is sad.

COVID-19 PANDEMIC; THE DIRE SITUATION AND NEED TO BE REALISTIC WITH EXPECTATIONS

The popular Chinese billionaire and business magnet, investor, politician, Jack Ma, Co founder of Alibaba has learnt his voice on the ravaging pandemic that has impacted the global economy negatively. 

He said in a dire situation like we find ourselves today, its just left for Government,Businesses and individuals to embark on a quest to survive year 2020 and forget about making giant strides, substantial progress and marginal profit as expected of every institution/enitity yearly.

The above commentary from a global citizen and a reknown business tycoon,loudly, goes a long way to establish how masively the novel virus had distorted the world economy and order. It literarily means,globally, things can no longer be the same now and post Covid. 

Coming home,  if we domesticate the unpleasant impact on our nation, Nigeria, we should expect to be worst hit because we operate an age long mono-economy, driven by petro-dollar as a mainstay. The scenario is best imagined, when our petrol product- main source of income, becomes an outcast and no country buys from us because of the pandemic effects.

The price of oil crashed in the international market to an unimaginable ebb of zero. This invariably means our budgetary process and economy as a nation is destabilised,  owing to the kind of federalism we practice, the federating units(States) automatically, will be neck deep in financial crisis. That's the resort of our inability to practice true federating system and also our age long neglect for diversification.

Mineral revenues (Oil and gas specific flows which include Royalty,petroleum profit tax, sales of crude oil) and Non- mineral revenues ( VAT, WHT, custom/excise duties) forms the usual receipt into the Federation account. As at today, the  mineral revenue forms the larger percentage of remittance available for sharing to the vertical arrangement of FG, states and LG monthly. Therefore, it's obvious, the nosedived  price of crude oil is a direct reduction in amount available to be shared to the tiers of Government monthly,until the economy rebounds after the pandemic era.

To further relax our high expectations from Governments at all levels and businesses in this pandemic era, let me oblige you with this realistic facts. 

~There is a great link between the health sector and world economy. That means any impact on the health of the people will have direct effect on businesses,both private and public. 

~ Because the pandemic is global,many businesses or companies in Nigeria and outside has been battered because importation,exportation  and operations had been impossible in the face of current challenges. 

~The banking institutions are also worst hit amidst the pandemic because cash Inflows has experienced a downward low. This has resulted to workers sack and many hard decisions taken. 

~ Since the international oil price has crashed, so also, our earnings from oil,which is our strength financially, has also reduced. This means our economy cant operate optimally this period.

~ Revenue from crude oil sales forms the larger percentage of monthly FAAC allocation shared between FG,States and LG. This means there is less to share in this pandemic period. 

~ Other source of revenue that falls under Non-Mineral is also slightly affected. Customs revenue will reduce because number of ships coming in had reduced, Taxes collection had to be relaxed under this hard situation. etc

~Since the oil earnings to the FAAC account has receded,it means the shares to states and LG will reduce with consequences of been unable to meet up capital and recurrent needs of states like salary payment, overheads and project funding.

~The FG Budget had to be reviewed and revised because it's no longer feasible comparing the benchmark used and the present Economic realities. I know states like Kogi and Akwa ibom has also slashed their budgetary allocation for year 2020 considerably. 

~ In the FG Budget, oil prices is now expected to average $20 per barrel, as against the benchmark of $57 per barrel. And a further impact of the outbreak will worsen the challenges as it were.

~ Estimated net oil & gas revenue available for Federation Account Allocation Committee (FAAC) distribution is now forecasted 80.0% lower at N1.1 trillion (vs. N5.5 trillion previously), despite a N649 billion reduction in allowable fiscal deductions by NNPC for federally funded projects/expenditures.

~Customs revenue is now projected at N1.2 trillion in 2020 as against the earlier N1.5 trillion projected.

~ Amount accruable to federation account now projected at N3.9 trillion (vs. N8.6 trillion previously) presently because of the pandemic impact.

~ Projected federal government receipt from FAAC for 2020 is now put at N2.4 trillion compared to N4.8 trillion estimated previously 

~States and Local governments are now likely to obtain N2.1 trillion and 1.5 trillion, apiece, from FAAC compared to N3.3 trillion and N2.5 trillion, respectively in the previous estimate.

The following highlights of fact is highly imperative to help us get a grasp of what we are contending with and it huge negative effect on the nations economy and our fiscal document. It's also to open our eyes and that government that there is pertinent need to diversify our economy,away from the petro-dollar we solely rely upon, which has plunged the nation into deep crisis at a time like this. 

More importantly, the highlights above is coined in a layman's language for easy understanding of the situation and the consequential implications on states economy vis-a-vis their inability to meet up with governance demands. There will be slow in projects, Programmes  and payment of full salary to workers might become a very demanding task in the present 2020 fiscal year. This is a period where hard decision must be taken. 

In this dire situation, our expectations must be realistic. We must think along with Government this period and understand that the challenges is a global phenomenon with a penetrating effect down the rank. The economy is on a downward spiral. 

Government committedly desire to discharge their duties but the challenging situation at hand forms the limitation to meet up.

It's a case of you can't give what you don't have.

No matter the section of the contemporary society you belong or finds yourself,the innate value and content such person carries will attract great exploitation from those who recognize capacity. Summarily, better no fit hide from those who sabi better thing.

MAAI matches a perfect description of better no fit hide. He's a different person to different shades of people. To some who had crossed his path, convincingly attest to his incredible capacity, alluring character and humane spirit. And for many who got attracted to his personality from afar, spoke eloquently of his gentle and calm demeanor. Perhaps, those who has not seen but heard about his giant strides in human capacity and community development can not but wish to meet such a good model of leadership.

MAAI's administrative  prowess and political sagacity gains momentum of productivity and positive results on the tripartite planks of impeccable character, deep intellectual strenght and Inspirational disposition to carry his people along. He knows his onions and he deployed same progressively for humanity. He had left every offices occupied in past better than he met it. His imprint in the Ministry of Finance in the first term is indelible in terms of strategic  reforms engendered and proactiveness showed in putting the state on a vantage positioning for benefits from FG and international donors.Raising the bar and shattering  the ceiling glass speaks much of his goal getting penchant.

Am not saying he's perfect or Infallible. NO! In fact, its In humility he accept his mistakes and takes the appropriate path to right the wrongs. In his fallibility,he never fails to keep the Omoluabi virtues intact and high flying. MAAI is a lover of peace and an advocate of harmonious relationship regardless.

Again, I make bold to say "Better no fit hide" when it comes to the person of MAAI.

The youthful and useful Governor of the confluence state,HE Yahaya Adoza Bello in his wisdom was the first to unravel the "better no fit hide" by employing the services of Mukadam Asiwaju Asiru Idris in his quest to translate his vision and mission for the development of the state. MAAI's pedigree of hardwork,capacity and Integrity as a banker forms the attraction cum choice by GYB and never his political clout nor God father. Even against the wishes of naysayers,he was not only reappointed as a second term commissioner,his Ministry was doubled, which invariably means the values he carries triumph over the politics those against him want to play. Truly ,better no dey hide!

At the National pedestal under the aegis of Forum of Finance commissioners in Nigeria, MAAI was a notable factor to reckon with among his colleagues, also given a place of honour in the respected forum. Better did not also hide at all when it was time to fill in the chairmanship vacuum of the Forum when the erstwhile occupant  tenure elapsed. It was needless to search further,but inwardly, a unanimous decision was reached by  members on the choice of MAAI to lead the forum. The convincing factor was not borne out of political maneuvering nor network,rather it's his proven records of proactiveness and promptness in getting FG benefit to Kogi state, capacity to represent their interests as a forum and competence to deliver on the mandate as chairman. They trusted and believed in him to lead them, he did not choose or force himself as many will want to do. Crystal clear, wherever you go "Better no dey hide" when great values are in demand.

Our revered traditional and Socio-cultural  institutions are also not oblivious of traits that deserves honour and respect because it shines brighter like a shining star. Beyond the temptation of condemning some traditional institutions because of the dubious activities of proliferating titles, with due diligence done, MAAI was deservingly singled out for titles from reputable palaces and genuinely  royal kings. They saw his unfeigned Omoluabi virtues,especially as a public office holder, his total dedication to community development and the unclad love and respect he has shown to the traditional fraternity- All these forms the bases upon which MAAI becomes the toast of the royal houses. Today he's the Aare Afiwagboye of Isanlu land, The Bobagunwa of Orokere Amuro in Mopa Land, Gbeobaniyi of Ejuku Kingdom. Furthermore, Socio-cultural groups like Ebira people's Assembly (EPA),lokoja chapter and Akomolede Yoruba, Kogi state chapter also saw the "Better that can not be hidden" in MAAI with a prestigious award/title to show commendation. In the characteristics ideological stand of MAAI, many letters of request for titles and awards were rejected because they failed to pass the test of ethical inclination.

Just recently, after looking left, right and centre for a capable hand, the association of kogi state commissioners unanimously endorsed the chairmanship of MAAI as he leads the association for the next 4 years insha Allah.This didn't just come as a norm, the onerous voice at which his colleague commissioners spoke speaks volume of his intrinsic leadership sytle and sterling qualities. They believed in his transformational leadership. They know he's honest and inclined with ethical standards expected of a leader. They can vouch for his capacity and competence to chart an innovative cum progressive strides as an association. They know his commitment and devotion to whatever he believes in can't be displaced. Evidently, his choice is devoid of stiff contest expected of such exalted position neither is it a walk in the park, but rather its a demostration that people with treasured value can't be hidden,they shine  glowingly like a star. 

In the light of the above, it's clear that emerging leaders can have a grasp of critical lessons from MAAI's life, which points to the fact that, investment in improving innate values, content and virtues is extremely important,as it will always be a  distinguishing factor when capacity is in demand.

Not surprised, MAAI is always called upon to offer ingenious leadership wherever he finds himself because he posses the characteristics feature of a True Leader.
